From the Book: “On February 18, 1987, Comptroller General Charles Bowsher appeared before the Senate Governmental Affairs Committee (SGAC) to testify about waste, fraud, and abuse in the federal government. The heart of the problem, he testified, was the dysfunctional state of federal financial systems, which rendered them incapable of accounting for the expenditure of funds. While there had been “some computerization,” Bowsher testified, the government still lacked “a modern system” to process budgets and show how the money is actually spent. The comptroller general proposed a solution for the problem. “You have to have audited financial statements to achieve discipline and accountability.””
